SIX-MONTHLY REPORT OF NATIONAL PROJECT PROGRESS

 
 


This document is a tool of knowledge and sharing of the progress state of every single national project.
It supplies homogeneous indications as regards the actions of the several experimentations thus supporting the correct and effective progress of the common transnational activity.

This document drawing up is to the charge of the Project Manager.

The report has to be drawn up periodically, every six months, and sent to IRECOOP VENETO in its quality as the responsible for the Technical Secretariat of Transnationality:

specific TARGETS OF THE proJECT

The SOLE project purpose is the identification of the most appropriate tools and methods allowing, on one hand, to provide for the disadvantaged subject in a total way by sharing a path aiming at improving his/her independence and, on the other hand, to help firms, either public or private, carry out the process of social insertion of disadvantaged people.

EXPECTED RESULTS


Expected results are:

- a validated model to lead the firm during the process of insertion and integration of the disadvantaged people;
- a validated model of flexibilization and personalization of the guidance and training interventions, especially on the job, able to remove the obstacles due to the insertion process.

By the end of the project, the DP intends to reach the following results as regards the three subjects involved:

Firms:

- increasing their organizational capacities aiming at improving their culture of social inclusion
- increasing the access and availability of working tools on the workplace for the disadvantaged person.

Disadvantaged people:

- develop their professional and relational capacities adapting them to the workplace actual requirements
- increase working insertions and their sustainability over time.

The service network:

- develops the competences and tools available for the authorities in charge of the planning and management of working insertions and social inclusions
- increases the offer of services in terms of integration among the different structures, either public or private.

SHORT DESCRIPTION OF EVERY ACTIVITY CARRIED OUT. describe the partners' role in carrying out the activities

1) Acknowledgment of the best practices (concluded)

This activity was carried out by means of a research on the literature and the best practices emerged from previous Equal projects or other local/European projects in order to define a "model of best practices for the working insertion of disadvantaged subjects" consisting of:

  1. model of working guidance for disadvantaged people

  2. model of working support for disadvantaged people

  3. tools of analysis of the disadvantaged people's needs and resources.

The Group segments into 3 subgroups, one for each of the 3 sections described above and making up the "model of best practices".

The three subgroups drew up a document as follows:

  • subgroup 1 'Guidance' and subgroup 2 'Support'

  • joint definition of the service on the basis of the needs the service has to satisfy (typology and characteristics of the users: i.e. need to evaluate and develop potentials and resources in a process shared with the person and the family)

  • specific targets

  • operational methods

  • tools and resources

  • strength points

  • difficulties

  • subgroup 3 'Tools of analysis of the disadvantaged people's needs and resources':

  • contexts and methods of use of the tools

2) Monitoring in firms having already carried out the working insertion of disadvantaged people (concluded)

This action was carried out along with the Action "Acknowledgment of the best practices" since these two actions were conceived as synergistic and preparatory to the definition of the intervention model as provided for in the following actions and tested during the MacroPhase 3 "Testing".

This Action has carried out an intervention of research-action aiming at analysing thoroughly and in a direct and immediate way, meaning in a way not filtered by interpretative schemes and models, the analysis relating to the complex problems concerning the process of social-working insertion of disadvantaged people.

For this purpose, a working group was established including operators of the Working Integration Services, the Employment Services of the province of Padua, the Social Cooperatives and the training authorities in charge of planning the training of job coaches and corporate tutors; this group planned the research action which was realized as a monitoring activity in the provinces of Padua and Venice (territories of the S.O.LE. Project) involving:

  • firms having already carried out the working insertion of disadvantaged people

  • social cooperatives

  • the Working Integration Services (WIS) of the reference Ulss

with the aim of giving space to those who are directly involved in the process of corporate insertion of disadvantaged people in order to weigh together the experiences lived.

This monitoring was carried out by means of a series of interviews addressed to privileged witnesses that aimed at highlighting the strong and weak points of the experiences realized and at pointing out the best practices and the difficulties of this process. A meeting and discussion point was created to compare the corporate problems and those noticed by the "operators" during the working insertion of disadvantaged people.

One of the main issues was to listen to the firms in order to check what really happens during the working insertion of the disadvantaged people and to understand how they live this process and what difficulties they face.

It was realized what follows:

  • a group semi-structured interview that involved 4 corporate delegates, 1 delegate from a social cooperative, and 3 operators of the WISs in charge;

  • 5 interviews addressed to 4 corporate delegates, 1 operator of a social cooperative and 3 operators of the WISs in charge.

The interviews were recorded and later transcribed in order to dispose of more complete and reliable material to ponder about.

The information gathered was later analyzed by the operators of Working Group 2 who highlighted important and precious elements for the comprehension of the difficulties concerning the corporate insertion of disadvantaged people.

3) Preparation of the working insertion model (concluded)

This activity was dedicated to the definition of the working insertion model for disadvantaged people by means of:

    • Planning of the model

    • Definition of the tools and methods used to implement the model and its acknowledgment

    • Identification of the firms fit for the testing.

The training paths for job coaches and corporate tutors, key actors for the testing of the S.O.L.E. project, were also planned.
