On 16th February, the first transnational meeting of the S.A.P.H. Network Work Group was held at the seat of the ULSS No 16 in 14, Via degli Scrovegni, Padua.

The agenda scheduled was the following:

- Presentation of the Transnational Cooperation Agreement and planning of future activities.
From 16th February on, Ms Patrizia Sartori coordinated the meeting.
At 9.15 am, Ms Patrizia Sartori opened the Meeting activities and welcomed the participants on behalf of the Azienda Ulss 16 from Padua, Leader Team of the S.O.LE. Development Partnership.
She also welcomed the participants on behalf of Ms M. Franca Barison, absent because of illness.
The greetings of Mr Fortunato Rao - Managing Director of the Azienda ULSS 16 in Padua -followed.
Please, note that, as provided for by the Transnational Cooperation Agreement, the host country was in charge of the interpreters' cost for the foreign Partners. Therefore during the meeting 2 interpreters were available for the languages Italian-Polish and vice versa, as well as for the languages Italian-Russian and vice versa for the Lithuanian Partners.
A presentation of the participants to the meeting followed and highlighted their role within the structures they come from.
It was then Ms P. Sartori's turn who, before presenting the authorities the S.O.LE. Development Partnership consists of , offered an overall picture of the Italian legislation supporting disabled and disadvantaged subjects and pointed out the difference between these two conditions. Ms Sartori also explained that the Italian legislation provides for the total integration of disabled people from the time of compulsory education on by means of teachers assisting youths with learning troubles. Ms Sartori went on explaining the Italian legislation that promotes the disabled people's employment insertion as well as the obligation to employ a percentage of disabled subjects that firms with more than 15 employees have to respect. For this purpose, the aim of the Equal S.O.LE. project has been explained which consists in generating synergies with the firms on the territory in order to increase the employment insertion of disabled people. At this point, Ms Sartori lingered on the role that the several Partners have within the project and on the activities they are responsible for.
It was then the turn of Mr Stanislaw Dziemian, coordinator of the Polish project. After explaining where the Sulwaki region is on the Polish national territory, he supplied an overall picture of the disabled people's situation in Poland by highlighting a lack of homogeneity for what concerns the initiatives on the territory and a lack of regulations aiming at supporting the social and working insertion of these disadvantaged groups. After this, Mr Stanislaw Dziemian presented the components of his DP and the role of each within the project. Their objective is to experiment a pilot project allowing to create a supporting system for disadvantaged people in order to promote their social and working insertion.
Then it was the moment of Mr Renaldas Janciauskas, responsible for the Lithuanian project, who made everybody note that the intervention is being developed in the town of Kaunas, where there are no more than 35,000 inhabitants (Lithuania has 3 million and a half inhabitants, like one of Italy's bigger cities!) Their Development Partnership includes 11 partners whose team leader is Jsc Dokeda, a data processing company working in the sector of internet providers. The partnership consists of 3 macro-groups of Partners: scholars and experts coming from local Universities, Schools and/or training centres; private Companies with experience in working insertion of disabled people; operators from associations of disabled people or from organization with experience in project executive management. The project objective consists in creating a model of open cooperation that the different Partners can give their contribution to for promoting the disabled people's social and working insertion.
At last, it was the turn of Ms Sanarica, transnational coordinator of the Paideia DP, town of Maglie (Lecce), who pointed out that their project aimed at creating synergies between local authorities, training centres and firms in order to promote the working insertion of those citizens living in disadvantaged situations (disability included). She also explained the role of the several Partners involved in this project and in the attainment of its objectives.
As scheduled, the coordinators of every single development partnership presented their project, explained its objectives, realization times and the points that every single project shares with the others in order to create combined work groups to develop mutual methods and work tools.
At 1.00 pm, the meeting coordinator proposed to stop for lunch. The lunch break finished at about 2.30 pm.
Mr Gioga opened the works in the afternoon. He is the coordinator of the S.O.L.E. project and started the works strictly pertaining to transnational matters aiming at explaining the objectives and the targets of the transnational activity as provided for by the Transnational Cooperation Agreement. He also pointed out the need to share the methods and tools created and/or tested within every single national project since they can be a support or a work basis for the transnational Partners.
After this, Ms Casellato showed the most important points of the Transnational Cooperation Agreement by highlighting the description of the S.A.P.H. Network DPs' activities and tasks.
All Partners confirmed the commitment they undertook when drawing up the Transnational Cooperation Agreement. The only remark that all partners did concerned the calendar of bilateral meetings between single countries that was made more cost-efficient by the transnational Partners who proposed to reduce the number of meetings.
Ms Casellato committed herself to ask her managing authority to modify the bilateral meetings without opening the Transnational Cooperation Agreement. So far, the Region Veneto has communicated us that upon receipt of the calendar modification of the bilateral meetings they will let us know whether it ise necessary to open the Transnational Cooperation Agreement.
At 6.15 pm, and before ending the day's works, Ms Sartori shortly resumed the issues discussed:
- presentation of all the Partner DPs;
- legal overview of the legislation in force in the different countries and above all in Italy;
- presentation of the national projects.
Thanks to the meeting on 16th February, the Partners looked over every single project and highlighted the common points in order to prepare mutual tools for the problems analysed.
Following the presentation of the T.C.A., the Partners looked over the tasks to be carried out and undertook to communicate the realization times of their transnational activities to the Secretariat. The transnational meetings of the Piloting, Communication and Evaluation Committee were presented. The partners analysed the periods provided for by the T.C.A. and asked with one accord to modify the bilateral meeting calendar in order to save on the travel costs.
Ms Sartori took note of the Partners' requests and anticipated that the next meeting of the Piloting, Communication and Evaluation Committee will be held in Poland and will deal with the website and the transnational work programme for the next periods as provided for by the T.C.A.
At last, she explained to the participants the next day's programme and the set-ups they would visit.
At 6.30 pm, the participants left the seat of the ULSS No 16 to gather again at 20.15 pm at the Restaurant "Isola di Caprera" for the official dinner.
