The meeting started at 9.00 in the conference room of Holiday hotel in Stary Folwark (Poland). The official inauguration was celebrated by Suwałki Starost, Mr Szczepan Ołdakowski, who greeted all the guests and thanked them for coming to Poland to another transnational meeting SAPH NETWORK. The next speaker was the Head of the Project, Mr Stanisław Dziemian, who introduced representatives of the individual national Partnerships.
The speech was followed by presentations given by representatives of the individual Partnerships regarding the stages of implementation of the national projects. And thus at 9.30 the floor was taken by Ms Jurgita Vasilaviciute, coordinator of the transnational cooperation of a Lithuanian Partnership "Angelas". She presented the partnership's objectives and tasks, as well as its major problems the project refers to and the target groups covered by the programme. She also named the members of the Partnership. Then M Jurgita Vasilaviciute discussed the tasks which had already been executed under the project, including:
- Classification of the disabled at production age, in Kaunas city, as for the causes of disability and division of the beneficiaries into groups
- Analysis of possibilities of preparation of the disabled from Kaunas region for different professions
- Analysis of employment opportunities for the disabled in the open labour market of Kaunas region
- Scientific description of the institution of intermediation: experiences and postulates
- Principles for evaluation of skills, professional preparation, physical and mental conditions of the disabled
- Formation of a group of the disabled participating in the project in Kaunas region
- Opening the partnership's website
The next person who spoke was Ms Licia Barion - a representative of Administrator of an Italian Partnership: SOLE (IT-IT-G2-VEN-002). Her presentation covered the followinf issues executed under the partnership:
1) Identification of good practices (September - November 2005)
2) Monitoring in works/mills/plants and other companies (September - November 2005)
3) Model of vocational inclusion (December 2005 - June 2006)
4) Training for assistants (December 2005 - December 2006)
5) Vocational advisory services and vocational support (August 2005 - October 2007)
6) Preparation of the disabled for different professions (January 2005 - August 2007)
7) Job-coaching (February 2006 - December 2007)
Then the floor was taken by Mr Stanisław Dziemian - The Manager of a Polish project: "Entering, Staying at and Returning to the Labour Market by Individuals Recovering from Mental Diseases". He reviewed implementation of Action 2, which included the following modules:
a) Construction of a system in support of the final beneficiary and work with family
b) Module of vocational training courses
c) Preventive module
d) Module related to the labour market and employers
The presentation also indicated the tasks executed by the Partnership on a continuous basis, i.e.:
- Transnational cooperation
- Registration and description of emerging mechanisms of cooperation between local partners (PCPR)
- System of evaluation (PFRON)
- Promotion of the project
- Dissemination and inclusion of PRR Programme's results in the main stream of policy
- Participation in subject matter networks
Mr Stanisław Dziemian summed up with a description of the up-to-date stage of implementation of the project in Action 2:
1. In B.O. support system module:
- B.O. diagnosis and qualification for the next stage of the Project
- recruitment of B.O. assistants - the group of "angels"
2. In the preventive module
- implementation of the programme: "To understand and to feel" for children at age 6-12 and their parents
3. In the module of actions with employers :
- analysis of the labour market for new job opportunities for B.O. and employers' expectations regarding B.O.
4. Registration and description of emerging mechanisms of cooperation between local partners (PCPR)
5. System of monitoring, evaluation and internal auditing executed by (PFRON)
6. Project promotion actions
7. Participation if activities of the National Subject Matter Network for Subject A
After his speech, Mr Stanisław Dziemian allowed Ms Ines Sanarica, a representative of another Italian partnership (IT-IT-G2-PUG), to speak. She discussed briefly the status of implementation of the project of Paideia Partnership.
Her presentation was followed by a short debate regarding the subsequent item of the agenda, i.e. the bilateral meetings which had been arranged hitherto. Representatives of the Partnerships acknowledged that the actual bilateral expertise meetings had not taken place. Therefore, Ms Franca Barison, a representative of the Transnational Partnership Secretariat, was allowed to speak. In her presentation, entitled "A Survey of actions and major tasks", she discussed the entries of the transnational agreement which specify the objectives and principles of meetings of the Committee of Pilotage, Evaluation and Communication, bilateral transnational meetings and the meeting of all the Partners in Denmark. Her presentation of the itinerary of the bilateral meetings was followed by a lengthy discussion. It turned out that the Polish Partner had not received the final version of the schedule with the amendments introduced after the latest consultations of the Italians and Lithuanians. Furthermore, the Lithuanian partner noted that that schedule did not include the bilateral meeting of Lithuanian experts in Poland. In course of the subsequent discussion it was set forth that the meeting would take place towards the end of October 2006, and Ms Franca Barison declared that she would apply to the Managing Authority for inclusion of that meeting in the schedule.
At 12.00 the part of the meeting regarding legal regulations valid in the individual countries with reference to vocational inclusion and social integration of the beneficiaries. The partners presented information on the legal acts binding on both nation and regional levels, on the sources of financing different actions and on the institutions which are statutory responsible for animation of such actions. The legal situation in Italy was presented by Ms Ines Sanarica, on behalf of the two partnerships.
After the break, Mr Renaldas Janciauskas from Lithuania stood up to speak about the structure of the legal system in Lithuania. The session was closed by a representatives of the Polish National Fund for Rehabilitation of the Disabled and presented in details the system of financing the municipal units and protected work factories, based on implementation of the statutory tasks of the Fund. Besides, he presented the scheme and the legal grounds of financing the statutory tasks of the Province Municipality, Counties, County Centres of Aid to families, County Labour Offices, the Fund's agencies and branches and business entities running Protected Work Factories.
At 16.45, after the scheduled coffee break the participants of the meeting started the subsequent part of the conference, dealing with description of the products of the transnational cooperation.
The initial presentation related to dissemination of the Partnership/s results referred to the website of the transnational Partnership. After a brief introduction by Mr Stanisław Dizemian, indicating the those entries of the transnational Agreement (TCA) which oblige the Polish Partner to open and administer the website, Mr Marek Wierzbiński stood up to speak. He presented a proposed layout of the website, including information on the Partners, transnational meetings, documentation related to transnational cooperation, as well as contact details of the individual Partnerships. The presented website also included links to websites of the national Partnerships and individual organizations and institutions composing those Partnerships. As the website will have English language version, the Partners are obliged to prepare their information for the website in English and sent it by email to the Polish Partner. The presentation was followed by a discussion on using the website as a tool of communication between the Partners and exchange of experiences and other tools. The participants jointly agreed on the conception of opening websites accessible only by the Partners, with necessity of logging, which will allow for presentation and exchange of tools and experiences between the Partners.
At 17.00 the floor was taken by a representative of the Lithuanian Partner, Mr Renaldas Janciauskas, who discussed the layout of the Good Practices Manual. Preparation of the Manual, as a task of the Lithuanian Partnership, results from TCA contents. Pursuant to the conception of the future authors, the Manual would be a collection of instructions for proper decisions and tools applied to the process of integration and bringing the disabled back to job activity. The Manual will sum up and present information for all the Partners. The information for the Manual will be discussed by all the partners during the bilateral meetings and forwarded to the Lithuanian both in paper and in electronic versions. The task of the authors of the Manual will be to work out this information and to send it by email to the partners. The final version of the Good Practices Manual will be discussed during the transnational meeting of all the Partners in Denmark in April 2007. The presentation was followed by a brief discussion on a suggestion and inquiry from the Lithuanian party regarding a possibility of including in the Manual effects of work of other Partnership, e.g. from Western Europe, which had been operating recent years in a similar area. Finally, it was explained that TCA entries regarding the Good Practices Manual exclude such possibility.
The session was closed at approx. 19.00.

The second day of the Transnational Meeting in Poland was reserved for visits to the individual Partners of the Partnership for Development "Entering, Staying at, Returning to the Labour Market of Individuals Recovering from Mental Diseases".
The international guests started the day with visiting EQUAL Project Office at 60 Świerkowa Street. Before 9.00 they were greeted by the Project Manager, who showed them the building of the County Starost's Headquarters and the premises occupied by the employees of EQUAL Project Office. Furthermore, the guests had a chance to meet the employees and see the premises of the County Centre of Aid to Families, which is one of the Partners of Polish Project.
After that the participants of the meeting went to the headquarters of the County Labour Office in Suwałki at 71 Kościuszki Street, where they were welcomed by Ms Krystyna Jakowska, Director of the Office. The guests were shown around the building and familiarized with the specific character of work at the individual departments. Then the guests went to the conference room, where they participated in a presentation of objectives and tasks of the County labour Office, prepared by Ms Mariola Korytkowska, and details of a subproject being implemented under the Partnership for Development.
From the County Labour Office the participants of the conference went to the headquarters of Enterprise Development Foundation (62 Kościuszki Street), where they were greeted by Mr Andrzej Wasilewski, President of the Foundation. Next Ms Dorota Niewińska presented and discussed the scope of the Foundation's activities.
Then the participants visited Specialist Mental Independent Public Health Care Centre in Suwałki (62 Szpitalna Street). The meeting was inaugurated by Mr Wojciech Tomal, Director of the Centre, who welcomed the guests. His speech was followed by Ms Ewa Tabak's detailed description of the structure, specific character, objectives and tasks executed by the Specialist Mental Independent Public Health Care Centre in Suwałki, emphasizing the subprojects under the partnership agreement.
The international guests participating in the presentation were very interested both in the hospital's activities and in information regarding work with beneficiaries.
After that the floor was taken by Ms Dominika Szymanowska, a representative of "Nadzieja" ("Hope") Association, who presented the Association's activities and its role in the Partnership for Development "entering, Staying at and Returning to the Labour Market by Individuals Recovering from Mental Diseases. Then the guests visited a gallery of artistic output of the Hospital's patients and B.O club run by "Nadzieja" Association.
At 12.30 the participants of the meeting went by motor coach to the Centre of Support for Individuals with Mental Disorders in Lipniak, where they were greeted by Ms Bożenna Chmielewska, Director, who told them stories about the Centre and its operations. The guests were shown around the whole Centre by Bożenna Chmielewska and Mr Wojciech Wasilewski and familiarized with its specifics.
The next stage was a visit to "Maniówka" Integrational Leaisure and Rehabilitation Centre in Nowa Wieś, which is run be another Partner: Suwałki Chamber of Agriculture and Tourism. The visitors were welcomed by Ms Panią Elżbieta Niedziejko, President of the Centre, and then shown around the site by Ms Hanna Maluchnik, Manager.
The day of visiting the Partners was ended with a trip to Augustów and a meeting with representatives of the Association of Social and Economic Initiatives in Augustów, who invited all the participants to a cruise on Augustów lakes.

The third day of the meeting, devoted to jobcoaching was started at 9.00 with a speech delivered by Ms Katia Candiotto, a representative of the Italian partnership (IT-IT-G2-VEN-002), who discussed Italian experiences regarding jobcoaching. Her presentation "Job coaching - methodology, innovativeness, supportive instruments" provided answers to the following questions:
1) what is the role of "job coach"?
2) what are his/her tasks and the tools he/she uses?
3) what competences should he/she have?
4) what preparation does he/she require?
The presentation was followed by speeches delivered by representatives of the Polish Partnership, which referred to jobcoaching. The first speaker was Mr Wojciech Wasilewski, a representative of the Support Centre in Lipniak, with a presentation: 'Assistant of the Beneficiary - "Angel"'. The presentation covered tasks referring to the system of support resulting from the Project, the role of assistants and a detailed schedule of the course of implementation of the subproject.
The subsequent presentation was prepared by Ms Mariola Korytkowska from the County Labour Offcie in Suwałki and devoted to services and instruments of the labour market applied to the disabled by the County Labour Office. She discussed statistical data regarding disabled individuals registered in the County labour Office and applied forms of vocational activation of such individuals: vocational advisory services, training courses and job mediation. Another part of the presentation dealt with the Office's operations as the Project Partner and its expectations regarding the project
The next speaker was Ms Ines Sanarica (IT-IT-G2-PUG-005), who discussed the conception and procedures of monitoring and evaluation of the transnational Project, followed by Ms Franca Barison, who talked about tasks of the Secretariat of the Transnational Partnership resulting from TCA entries.
After that there was a discussion on exchange of tools applied. It was acknowledged that the tolls which were already used by the Partners could be presented on the website of the transnational partnership, but they must be in English language, and this is to be taken care of by the individual Partners.
In course of recapitulation of the meeting the following conclusions were drawn:
REPORTS ON IMPLEMENTATION OF THE NATIONAL PROJECTS
1) The Partners obliged themselves to exchange synthetic semi-annual reports on implementation of the national projects.
2) The draft report will be developed by the Partnership Secretariat and sent out to the Partners in September 2006
3) The first report will cover the period from the transnational meeting in Poland through the end of the calendar year.
TRANSNATIONAL MEETINGS
4) One of the subjects of the next transnational meeting should be dissemination of the product.
5) The meeting of the Pilotage and Evaluation Committee will be held in March 2007 in Lithuania (all the arrangements to be carried out on the Lithuanian party). The following issues should be prepared for that meeting::
- layout of the Good Practices Manual
- reports on implementation of the national projects for the period from June through December 2006
- product dissemination campaign
6) upon a motion tabled by the Lithuanian Partner the schedule of the expertise transnational meetings was extended by adding the bilateral meeting: Lithuania - Poland, which will be held in Poland in October 2006.
7) The nearest bilateral meeting in Italy of the Italian Partnership (IT-G2-VEN-002) and the Lithuanian Partnership (LT-10), to be held in July 2006, will deal with jobcoaching and joint development of a tool for training a job coach.
8) Organizers of the transnational and bilateral meetings are obliged to prepare reports on these meetings and to send them to in English language version to the Partnership Secretariat.
9) Materials presented in course of the transnational and bilateral meetings, as well as reports on these meetings will be published on the website if the transnational partnership.
GOOD PRACTICES MANUAL
10) The entity responsible for preparation of the Good Practices Manual, pursuant to TCA entries, is the Lithuanian Partner. The deadline for preparation of the Manual was scheduled for July - August 2007.
11) The Italian party (IT-G2-VEN-002) will share with the other Partners their experience in preparation materials for Good Practices Manual.
12) The final deadline for submission of materials for Good Practices Manual has been scheduled for end of June 2007.
THE WEBSITE OF THE TRANSNATIONAL PARTNERSHIP
13) The Polish Partner, pursuant to TCA entries, is responsible for opening and administering the Partnership's website. In its basic version (containing generally accessible information), the website will be placed on a server still in June 2006
14) The website will be functioning in English language version.
15) Every Partner is obliged to prepare materials for the website in English language and to send it to the Polish Partner in the electronic form. The materials will be published on the website immediately.
16) The website will also be used as a communication tool and a forum for exchange of tools and experiences between the Partners. This will be possible owing to sub-websites, accessible, after logging in, only for the Partners.
The meeting was closed with a thankful speech, which was adddressed to all the guests and participants by Mr Szczepan Ołdakowski, Suwałki Starost. Reresentatives of the Italian and Lithuanian Partnerships also expressed their thanks for participation in the meeting and hopes for further and fruitful cooperation under the Transnational Partnership.. The session finished at 14.00.
