BACKGROUND
Many experiences regarding job insertion for disadvantaged people and social inclusion have been started in Padua Province and in Veneto Region. In the last five years legislative tools were created and services were strengthened in order to offer more and more job insertion opportunities and to help the social inclusion (law 68/99 to reform job services, law 30/03 etc). In Padova Province the number of enterprises subject to law 68/99 is higher than the number of the disabled people in the same list. Nevertheless this is not enough to ensure job insertion for disadvantaged people and sustainability of activities. Concerning temporal sustainability of job insertions, often the disadvantaged after some months decide to resign, or the enterprise decide not to renew the fixed term contract to make it a open-term contract, or decide not to pass from internship to engagement. If we analyze data concerning Veneto region (source Veneto Lavoro), it is evident that 35 % of job insertions has a duration equal to less than one year (NetLabor- Provinces) and that 10 % last less than 2 months (the trial period). At the same time often enterprises do not find workers with the needed competences. Thus it is not enough to put in contact demand and offer, but it is necessary to help both persons and enterprises in order to help the integration process. Past experiences involving the network, with projects Equal Nautilus and Equal Vita, put in evidence that only a global taking in charge by the services network can help to pass over the obstacles to job insertion. Job insertions are sustainable even if the enterprises start-up integration and insertion facility processes. At present, both the public and private services are mainly oriented to the person and less to the enterprises; the previous tests have created tools and methodologies for supporting the persons and not the enterprises. It is therefore necessary to test not only total support processes of the disadvantaged person but also of the enterprise. This will allow a multifactor approach of the job insertion process thus helping the elaboration of working tools and methodologies and creating better conditions for enterprises to activate job insertions meanwhile adopting and efficient system of inclusion.

OBJECTIVES
The purpose of the project is to identify those means and procedures which are more suitable to allow by one hand, a total support of the disadvantaged people by providing them with a programme aimed at increasing and developing their independence and, on the other hand, to put the enterprise, either public or private, in the best conditions to implement those processes of social inclusion for the disadvantaged people. From the testing phase, envisaged in the project, some key elements will come out for adapting the network of the services for job insertion. The support provided to the enterprises in the job insertion process will enable a better sustainability of the insertions both in term of duration (permanence of the disadvantaged person within the company) and of development of capabilities of the person and therefore an higher profitability of the job insertion.
The project intends to test forms of targeted placement, i.e. more suitable both to the characteristics of the enterprise and the ones of the person to be placed. The disadvantaged people will be able to improve their working conditions reaching the full integration and increasing their participation to social life.
The project specific objectives are the following ones:
- to validate a model of support of the enterprise in the insertion and integration processes of the disadvantaged people;
- to validate a model of flexibility and personalisation of the guidance and training interventions, mainly on the job, able to remove the obstacles to the job insertion process.
At the end of the project, S.O.LE. Development Partnership intends to achieve the following results as regards the three target groups:
a) Companies:
- to improve the organisation capabilities aimed at increasing the culture of social inclusion;
- to increase the access, the integration and the permanence of the disadvantaged person in the job place
b) Disadvantaged people:
- to strengthen the professional and relational capabilities adapting them to the requirements of the job place;
- to increase the job insertions ensuring their sustainability
c) The network of services:
- to develop the tools on behalf of the competent bodies for the planning and management of the job insertions and social inclusion (Cooperatives, Services for Job Insertion, enterprises, etc.)
- to increase the offer of services in terms of integration among different public and private structures (for instance: support to families to company's tutors, etc.)

PROJECT OVERALL STRATEGY
The project's structure, originated by the sharing of the previous project experiences `Vita` and `Nautilus` has lead to a clear convergence of the whole strategy with the Equal IInd Phase DOCUP and the regional priorities. The project's strategy is therefore based on the logic of the global taking charge both of the disadvantaged person and of the company supporting them along the whole process of job placement. The strategy envisaged by Sole project intends to start very restricted micro-plannings, in order to find out quality elements to be later transferred to services system. For this purpose, work sites will be started in some enterprises, in a "research/intervention" view, to find out which are the elements guaranteeing successful inclusion. The enterprises will be selected on the basis of their past experiences in job insertion and inclusion, to guarantee the highest insertion and sustainability level. Eleven work sites will be started in the whole Padova province and along the Brenta river (4 in the ULSS 16 territory and 2 for every other involved ULSS). Enterprises will be taken in charge by a multidisciplinary team composed of experts working in job services sector, who will analyze the successful elements, looking for new elements to increase the number of successful cases. Tools of business organizing analysis (context and roles, mansions, dimensions) will be developed in order to find out which are the enterprises helping integration/inclusion, together with tools aimed at helping enterprises that are in trouble. This will permit to discover which are the elements for a successful inclusion, in terms of work re organization or workers` training etc. These experiences can be capitalized and be used to adjust services offer to enterprises, thus ensuring a higher success in the job placements.
